Weird What is this ?

On Fox News they were doing an interview with a Retired Vice Admiral and something just ain't right. Look at the base of his neck. That's a mask. Some are saying it's just the studio lighting casting a weird shadow, but that is not what that looks like. Maybe it could be a combination of makeup and lights and I'm wracking my brain to figure out something other than "mask" but I'm not having any luck.

I saw earlyer supposed explanation, saying admiral was giving video interview in car / poor lighting conditions . But who`s gonna verify that explanation .

I don't know if AI makes sense either though, because it clearly looks like there's a gap there, where the mask wasn't properly put on and secured. It's definitely weird, and what would be the purpose of doing it?
